What is Tilderu kvartāls?
Tilderu kvartāls is a new quarter of low-rise apartment buildings in Salaspils, 18 km from central Riga. MM Properties is developing and building it one building at a time and sells the apartments in the quarter.
Buildings: Tilderu iela 2c: completed, 4 apartments, none available; Alūksnes iela 2: completed, 8 apartments, 2 available; Alūksnes iela 8: under construction, completion planned for 1 March 2027, 6 apartments, 4 available; Alūksnes iela 4: planned, sales have not started. The buildings have a timber structure (glued solid timber and SIP panels), and more than 90 apartments are planned in the quarter in total.
How much does an apartment at Tilderu kvartāls cost?
6 apartments are currently for sale at base prices from 170 000 € to 195 000 €; prices include VAT, the full interior finish, a parking space and storage.

What is included in the price?
The price includes the full interior finish, one parking space and a lockable outdoor storage room, and all prices include VAT.
Light fittings and kitchen appliances are not included; an extra parking space costs €7,000 (up to two per apartment). Every parking space has an electrical outlet for EV charging (already in place at Alūksnes iela 2, being installed at Alūksnes iela 8); the charger itself is not included.

When can I move in?
Alūksnes iela 2: the building is already completed, and its available apartments are ready. Alūksnes iela 8: the building is under construction, with completion planned for 1 March 2027.
Keys are handed over at the last step of the purchase: the balance is paid once the building is commissioned for use, the handover certificate is signed, the bank has paid out and the Land Register entry is made. Alūksnes iela 4: sales have not started and there is no date yet.

How energy-efficient are the apartments and how are they heated?
Each apartment has its own air-to-water heat pump (Viessmann Vitocal 111), heat-recovery ventilation (InoVent AHU 300 BH), underfloor heating and triple-glazed windows.
The measured air permeability at Alūksnes iela 2 is q50 = 0.81 m³/(m²·h), against a building-code limit of 1.5; Alūksnes iela 8 will be measured after commissioning.

How high are the utility costs?
In a measured 68.8 m² apartment at Tilderu kvartāls, heating and hot water together cost 36.23 € a month on average (average of fully measured months); this is the heat pump's electricity at 0.25 € per kWh.
In fully measured months the bill ranged from 8.45 € (August) to 140.75 € (January); measured over 48 weeks from 17 March 2025 to 15 February 2026. These figures exclude household electricity, cold water and sewerage, management and waste; the management fee is 0.25 € per m² a month.

Can I buy with a mortgage?
Yes, MM Properties works with Luminor, Citadele, Swedbank, SEB, Bigbank and Indexo, and the preliminary purchase agreement is signed after bank approval with a 10% first payment.
Families with children and young professionals can use an Altum guarantee: the down payment can then start from 5% of the apartment price. The bank arranges the guarantee together with the loan. With a loan, the mortgage registration fee is 0.1 % of the loan amount.

How does buying an apartment work?
The purchase has five steps: viewing, reservation with a €1,000 fee, bank approval, a preliminary purchase agreement with a 10% first payment, and handover.
The reservation fee is refunded if at least two banks decline the loan in writing or the agreement is not concluded through the seller's fault. The seller provides a sample reservation agreement after the viewing, on request.

What extra costs should I budget for when buying?
The buyer pays the state fee for registering ownership in the Land Register (1.5 % of the price for a private individual, capped at 50 000 €) and the notary's fee per the official tariff; with a loan, a mortgage fee of 0.1 % of the loan is added.
Real estate tax is 0.2 %-0.6 % of the cadastral value per year (progressive rate); in Salaspils municipality it is 1.5 % if nobody is registered as resident in the apartment on 1 January.
Who builds Tilderu kvartāls and what is the warranty?
Tilderu kvartāls is developed and built by SIA "MM Properties" (reg. No. 44103122677), which also sells the apartments in the quarter and manages it.
Load-bearing structures carry a 5-year warranty, and equipment (heat pump, heat-recovery unit) a 2-year manufacturer's warranty provided it is serviced annually. The management fee is 0.25 € per m² a month; residents look after the grounds themselves.
